Driffield's Aldi - Ward Cllrs urge Planning Conditions

Viking Centre  Development – Submission to the Planning Committee, Thursday 7th February 2008 by Cllr Felicity Temple

Ward Councillors have no problem in principle to this development – indeed local residents support this area being tidied up.

Our concern is the Beck and Public Access to it.  This is the same Beck that flows through the Cattlemarket Driff9 site, which everyone expects the developer there to landscape and use as a feature.  This plan has not been given the same emphasis, and there is currently no public access to the Western bank of the Beck.

I would also like to point out that Cranwell Road and Cranwell Street are linked by only a footbridge which is not clear from the plans, and is well used by pedestrians.

On a further issue: Carparking for the Health Centre needs to be safeguarded during the construction phase.

Admittedly there is already a full list of conditions supplied by the officers but in addition we would like the following added:

  • That clarification is given as to who has riparian ownership
  • That a scheme of landscaping of the beckside be agreed with the Council prior to commencement of any construction.  (This condition is imposed to safeguard the future possibility of an extended beckside footway being created through the further development of other land along the watercourse
  • That as part of the Section 106 agreement, all 81 spaces to be provided for shoppers be confirmed, as well as the 28 spaces for residents and that the public area be free carparking for the usual 3 hours
  • That consideration be given to safeguarding general parking during the construction phase, and in particular for those using the Medical Centre
  • That consideration be given to installing CCTV cameras in view of the recent spate of attacks by vandals.

Finally, I would like to publicly ask the developers to join in the spirit of the town, be prepared to at least join the Town Council's hanging basket scheme, and work towards Driffield achieving a Gold Award again in the Yorkshire in Bloom competition.
